(The Beginning)
Dr. Khalid Abdullah Shuhail’s journey began in 1981, when he returned to the UAE after earning his Bachelor’s degree in Civil Engineering from the University of Southern California. What followed was not just a career — it was a lifelong commitment to building a nation from the ground up.

Over nearly two decades at the Ministry of Public Works, Dr. Khalid rose through the ranks — serving as Director of the Central, Northern, and Western regions, and founding the Quality Control & Supervision Department in 1988. He later moved to the Ministry of Education, where he established and led the Educational Buildings Planning Division from 2000 to 2018, shaping the physical learning environment for an entire generation of Emirati students.

Alongside his government service, Dr. Khalid built a portfolio of private ventures. In 1982, he founded JASCO Engineering Consultants in Sharjah — expanding to Dubai in 1995. He also established the National Laboratory for Soil Testing & Building Materials in 1987, and in 2016, launched the National Office for Engineering Arbitration Consultancy, cementing his role as a leader in engineering dispute resolution.

With over 30 years in engineering arbitration, Dr. Khalid is a certified arbitrator accredited by all UAE courts, the Dubai International Arbitration Centre (DIAC), and the Sharjah Centre for International Commercial Arbitration. He has served as Chairman of the Arbitration Committee at the UAE Engineers Association and continues to train the next generation of engineering arbitrators across the Arab world.

In 2022, Dr. Khalid earned his Doctorate in Engineering Management from the University of Sharjah — adding academic authority to decades of practical expertise. He has since published three landmark books and contributed three research papers to internationally recognized journals.
